It helps to stretch new strings immediately after you install them. This just helps get them to stay in tune faster, removing a little of the residual tension that's part of the manufacturing process. You can't hurt the strings and you are only barely "stretching" them. It's more of a "warm up" for the tuning phase that comes next.
